A number of Members of the Church of England at Hong Kong would be expensive, his Lordship directed Mr. Davis, on the 24th Sept. last, not to take any concluding steps in the matter without previously submitting Plans and Estimates for the approval of the Govt.
Lord Stanley has no doubt that this instruction will reach Mr. Davis before any final arrangement is made for the erection of the Church.
In respect to the other topics noticed in Mr. Davis' letter, Lord Stanley would request to be favoured with any further observations, with a view to the preparation of Instructions for Mr. Davis' guidance.

Gentlemen,
I am directed by His Excellency the Governor in Command to state, with reference to the subject of your letter of the 2nd instant, that in consideration of the want of a proper place of Worship arising from the defective condition of the mat shed in which Divine service is at present conducted, His Excellency will undertake on the part of Her Majesty's Government to contribute a sum not exceeding two thirds of the expense of building a Church.
It must be distinctly understood that the sum to be contributed by the Government will not exceed £500.
